New Orleans Mayor Ray Nagin used emergency powers to open a landfill in New Orleans East, bypassing public hearings and city council review. The Vietnamese-American community from a nearby neighborhood staged protest marches in front of city hall to stop the landfill. Au Huynh, a community organizer from Philadelphia, talks about the efforts by Vietnamese-American residents to rebuild their neighborhoods, and to stop the landfill project.
